The Philadelphia Program
Through the Philadelphia program, Pew seeks to enhance civic life in its hometown. We partner with many local institutions in encouraging a thriving arts and cultural community, supporting the health and welfare of the region’s most vulnerable residents, informing discussion on important issues facing the city, and, more broadly, strengthening Philadelphia’s appeal to visitors and residents alike.
Philadelphia Research and Policy Initiative
The purpose of the Philadelphia research and policy initiative is to enable policymakers to identify and enact policies and practices that improve city government and the well-being of the city’s residents by conducting rigorous research regarding important challenges and trends facing Philadelphia. Central to this policy work is the production of timely, well-documented and reports on these issues for the benefit of policymakers, the news media and the public at large. Working directly with stakeholders, the initiative conducts in-depth research, looking beyond the city and region for relevant information from comparable locales. Our approach includes: (1) researching important policy topics and solutions; (2) benchmarking demographic data and polling to benchmark progress; (3) holding policy-oriented convenings; and (4) engaging extensively with policymakers and influential stakeholders before and after convenings to increase the impact of our work and consider promising solutions. The officer supports Pew’s efforts to help decision makers and influential stakeholders in the Philadelphia region address key policy challenges by providing them with relevant data and research and bringing to bear national expertise and examples of policy reforms that have been successful in other cities. This initiative draws on Pew’s Philadelphia-based research and expertise, as well as the robust national networks of experts that exist within Pew’s Washington, D.C.-based state and local government programs.
The ideal candidate has a strong policy background, with particular expertise in public health or related fields. The candidate should be knowledgeable about the local policy and political landscape, and have the proven ability to facilitate policy conversations and discussions of research with key decision makers. In addition, the successful candidate has the ability to communicate and work effectively with diverse individuals and organizations in the nonprofit, public, and private sectors. Finally, the candidate should be able to work with relevant research and policy teams throughout Pew, including those based in Washington, D.C., to synthesize data and existing research, and to participate in conceiving and drafting original materials for both internal and external consumption.
The officer reports to the senior manager, Philadelphia research and policy initiative, with interim reporting to the director, Philadelphia policy. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
- Support the conceptualization, design, and implementation of tools to engage policy research and analysis on key issues affecting the city of Philadelphia, with a specific focus on policy solutions that address the city’s opioids crisis and other public health issues affecting Philadelphia.
- Contribute to the development of strategies for and the facilitation of an ongoing series of public and invitation-only convenings that engage policymakers and bring attention to Pew’s work on key policy issues facing Philadelphia.
- Serve as an expert on Pew research, best practices, and policies in public forums, speaking engagements, task forces, and working groups.
- Collaborate with Pew’s government performance teams to identify the research, national experts, and materials needed to support the project’s goals.
- Develop and deliver digital and print products and presentations that will effectively convey research findings to key audiences, including policymakers, the media, and other stakeholders.
- Monitor and identify emerging urban policy issues that are relevant to Philadelphia and to the priorities of the initiative such as changes in public policy, government funding, demographic trends and research, and best practices.
- Synthesize research to identify trends, best practices, opportunities and challenges, and compelling examples.
- Working with Pew’s legal and government relations teams, ensure that the project is in strict compliance with all federal, state and local lobbying and ethics laws. Collaborate with leadership to ensure strong, evidence-based research methodologies, and practices.
- Contribute to and participate in broader Philadelphia program and Pew-related projects and activities as assigned.
- Bachelor’s degree required. Advanced degree in public policy, with particular focus on public health or other relevant field strongly preferred.
- At least eight years of relevant experience.
- Demonstrated time and project-management skills, including the ability to think creatively, juggle multiple priorities, adjust to changing circumstances, organize time, and remain attentive to details.
- Demonstrated strong analytical skills, including the ability to synthesize and summarize large amounts of information and to focus quickly on the essence of an issue.
- Ability to write clearly and cogently for internal and public audiences.
- A strong drive for achieving measurable results.
- Seasoned judgment with the capacity to make difficult choices, justify recommendations and provide constructive feedback to colleagues and partners.
- Experience working with a broad range of stakeholders including community-based nonprofit organizations, policy makers and other potential partners for the program.
- Ability to work collegially within a creative, fast-paced corporate culture that emphasizes excellence and teamwork.
Overnight travel for meetings and conferences as required, as well as travel to The Pew Charitable Trusts office in Washington, D.C.
