Philadelphia Youth Network (PYN) has an immediate opening for a full-time Manager that will support the implementation of the program service delivery system.
The Manager, Program Operations will be responsible for the operational success of department ensuring seamless team management and development, program delivery, quality control and evaluation, and manage a growing staff of three. Primary responsibilities include:
• Manage, hire, and supervise members of the Program Operations team (full-time and temporary) and implement the appropriate professional development tools and training to maximize operational effectiveness and to ensure the achievement of employee goals and performance benchmarks
• Build strategic partnerships with other organizations to influence and create systems reform and high-quality service delivery to all stakeholders
• Collaborate across departments to align all aspects of service delivery with compliance, procurement, contract development and program performance
• Ensure that work with stakeholders continues to promote and develop strategies to achieve PYN’s mission and vision
• Manage the system of collecting organizational (internal & external) metrics consistently and accurately
• Derive insights from data collected to recommend organizational improvements
• Manage the system of reporting data collected to all interested parties
• Create customized reports and analyses as needed
• Work with communications team to build engaging and effective marketing campaigns for programs
• Lead cross functional teams to ensure oversight of project timelines for program operations and implementation
• Lead the communication strategy for partners, providers, participants, and community stakeholders for PYN programs
• Support new and customizable approaches for supporting diverse community-based organizations to implement PYN’s portfolio of programs, harvesting and implementing insights of staff and provider community
• Analyze the design of operational structures and modify/adjust them when needed, with a focus on enhancing the performance of providers and driving improvement strategies for outcomes and results for youth
• Collaborate on year-round programs and summer youth employment programming
• Coordinate successful implementation of project plans
• Ensure adherence to all compliance and program guidance, including but not limited to data entry, monitoring, and program services
• Establish and maintain data integrity policies and procedures to ensure PYN’s adherence to funding regulations
• Document and ensure the standardization for PYN operational processes for program delivery and implementation for the enterprise
• Ensure the close-out of participant files for archiving activities
• Provide technical assistance and training to internal and external stakeholders for regulatory practices or as appropriate for the area of operation.
• Attend and actively participate in internal and external meetings, committee meetings, special projects, development of work plan and ad hoc committees
• Attend and actively participate in designated meetings, conferences and community events as a PYN representative
• Engage in programmatic dialogue with local, state, and national committees as necessary to assess/analyze/recommend realignment between PYN programmatic policies and practices
• Perform other duties as assigned
Position requirements:
• A Bachelor’s Degree is required. Master’s Degree in related field (i.e. education, human services, public administration, public policy) is a plus.
• 2-3 years of staff management required
• Minimum 2 years of project management skills managing complex, multifaceted projects resulting in measurable successes and program growth.
• Demonstrated success evaluating program models and selecting and successfully operationalizing innovative programs
• Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement program evaluation systems
• Experience having worked with a high-performance, collaborative, constructive peer group
• Experience cultivating and managing partnerships with community & advocacy organizations and/or government entities
• Excellent verbal and written communication skills with exceptional attention to details
• Proficiency in Microsoft Word, Excel and PowerPoint as well ability to integrate a wide range of technology and data management into daily work.
• Willingness to travel to various locations.
• Flexibility to work evenings and weekends as needed
• Successfully passing background checks (PA State Criminal, PA Department of Public Welfare Child Abuse, U.S. Department of Justice National Sex Offender Registry, and F.B.I. fingerprinting)
