Community Legal Services, Inc. of Philadelphia (CLS) is a non-profit public interest agency providing free civil legal services to low-income Philadelphia residents. As the largest provider of free civil legal services in the Philadelphia area, CLS is both locally and nationally renowned as a premier legal services provider dedicated to ensuring access to justice for all low-income individuals and communities. CLS has ten legal units covering a wide range of civil legal services.

 

CLS is seeking an attorney with supervisory experience and experience working in medical-legal partnerships (MLPs) to sustain and expand the work of CLS’s MLPs in three Philadelphia neighborhoods. CLS has MLPs at Rising Sun Health Center, a nurse-managed health center focused on serving immigrant communities and at Children’s Hospital of Philadelphia, the largest pediatric primary care center in the nation. In September 2022, CLS will launch a third MLP at the Hansjörg Wyss Wellness Center, a hub for medical and social services operated in South Philadelphia, focusing on serving refugees and other immigrant communities.

 

The MLP attorney will provide supervision and support to the paralegal on site at Rising Sun Health Center and represent clients in complex matters pertaining to immigrant health.  The MLP attorney will also train and supervise the attorney fellow at the Wyss Center as he launches a new MLP.  Finally, the MLP attorney will partner with the MLP team to advance CLS’s MLP work, which may include working collaboratively to develop and implement a sustainable service model at an additional pediatric primary care site.

 

The MLP attorney’s substantive area of practice will be immigrant health, and they will be co-located in CLS’s Health & Independence Unit, which focuses on public benefits like health insurance, nutrition assistance, and income support, as well as access to home and community-based services and quality nursing home care. The MLP attorney may engage in legal representation in other substantive areas based on experience, capacity, and client need.

 

Consistent with CLS’s cutting-edge service model, the MLP attorney will partner with other advocates to identify systemic issues affecting MLP patient families and to fight for legal and policy reforms at all levels of government.

 

ADDITIONAL DUTIES AND RESPONSIBILITIES INCLUDE:

  • Working closely with clinical and social work staff at the Rising Sun Health Center and other sites as needed to maintain trusting, collaborative, and respectful relationships and advance MLP goals;
  • Identifying the training needs of clinical and social work staff at MLP sites, and providing training as appropriate;
  • Partnering with the MLP team to adjust and maintain systems for screening and identifying patients and other community members with legal issues;
  • Tracking and reporting on case outcomes to identify patterns that might inform systemic advocacy and ensure the effectiveness and sustainability of the MLPs;
  • Providing case narratives and other qualitative information to assist CLS management and administrative staff in maintaining the financial sustainability of the MLPs; and
  • Sharing best practices and promoting the work of CLS’s MLPs with local partners and at the national level.

 

REQUIRED QUALIFICATIONS:

  • At least three years’ experience providing high quality, compassionate direct client representation;
  • Experience working in a medical-legal partnership, preferably on-site in a clinical setting;
  • Supervisory experience;
  • Excellent written and oral communication skills;
  • Ability to work independently;
  • Ability to work in a fast-paced, high-volume work environment;
  • Ability to work cooperatively and collaboratively with diverse staff at all levels;
  • Ability to meet deadlines and perform multiple tasks while maintaining attention to detail;
  • Demonstrated commitment to racial and economic justice.

 

PREFERRED QUALIFICATIONS:

  • Substantive knowledge of and experience with public benefits and/or immigrant health law;
  • Experience with community engagement work;
  • Experience with legislative and/or administrative advocacy;
  • Litigation experience; and
  • Fluency in a world language.

This is a full-time position covered by the collective bargaining agreement between CLS and the Philadelphia Legal Services Union N.O.L.S.W./Local 2320/UAW. The current minimum starting salary is governed by that agreement and is subject to change according to the provisions of the current collective bargaining agreement. Raises and benefits are also governed by that agreement.
